My neighbor has just removed all of the trees on his front lawn but has left the stumps. They are unsightly - is there a town ordinance regarding the removal of tree stumps?

No. Any trees that the Town removes from parkways include stump removal. The Town encourages residents that remove trees to remove the stumps and to replace removed trees in a nearby location with a species-appropriate for the limited space available in the parkway and has a 50/50 Residential Tree Replacement Program to assist with the cost of planting new parkway trees.
