Does Public Works weed whack the alleyways?
Residents are responsible for the maintenance of the alley landscape in the parkway that borders their rear yards. Public Works on an exception basis does cut back alley shrub/tree overgrowth when it interferes with garbage collection trucks approximately once annually in areas as needed. It does not involve weed whacking but rather power hedge trimmers, tree branch cutters, and chain saws typically performed by a work crew of 2 to 4 individuals accompanied by a pickup truck or dump truck.
Where can I recycle used batteries?
Battery recycling was previously handled by Lake County with drop-off sites at Town Hall and Public Works but batteries are no longer being accepted for recycling.
Does the town of Munster cut down trees located in the parkway at the request of a homeowner?
The trees located in the parkway are owned by the Town. However, property owners are expected to water and maintain the trees, including trimming and removal of dead branches. While the Town will remove any parkway tree that creates a hazardous situation and will also remove any dangerous limbs, every homeowner has the option of removing any parkway tree at their own expense should the Town’s timeframe of action not coincide with their own. Tree removals are not based on % dieback, except in the case of Emerald Ash Beetle trees where dieback of over 25% of the canopy will soon be fatal to the tree. Other trees with canopies that are 50% dead should be looked at for either possible trimming or removal. Removals are based on assessing the risk of failure and damage it will cause to a target, such as cars on the street, houses, pedestrians, etc. A tree may have little or no canopy dieback but the trunk may be hollow causing tree failure. In other words, a completely green tree can fail if the tree structure is bad. Trees can also fail if the root system is compromised and reduced or decayed. The Town’s Urban Forester is consulted as needed by Public Works on decisions of tree removal which might involve a tree risk assessment to rate vigor of the canopy (green and growing), form (structure of trunk and branching), nature of the defect, size of the hazardous limb and potential target if tree or limb falls. All other tree problems in the parkway or on a resident’s property are a private matter and residents will need to contact a private tree service or do their own maintenance. If the tree is dying or dead it is to be inspected by the Town’s Urban Forester before the Town considers it for removal. Residents can call 836-6970 to request a tree inspection for that purpose.
What are the requirements for grass clippings and city pickup? Must clippings be bagged? Do the bags go to the street or alley? Can the clippings be put in a garbage can?
Grass clippings, vegetation, and miscellaneous yard waste goes in the garbage toter and can be either bagged in paper bags or disposed of unbagged direct in the garbage toter that gets placed either in the front parkway or rear alley. It is considered regular trash, the same as grass clippings. However, this type of yard waste CANNOT BE DISPOSED OF IN PLASTIC BAGS of any kind.
What kind of animals live in the lake?
Fish, turtles, beavers, and muskrats.
Who I can talk to about how the grass is cut and the clippings left to lay like Hay in the fields, and is not weed-whacked anymore around the trees, signs, utility boxes at the Island Parkways.
Parks Department handles all grass mowing and trimming in and around any Town Park or playground. Public Works handles mowing and trimming on any islands such as on Fran Lin Parkway or Hohman Avenue.
What type of pesticide is sprayed by the mosquito trucks, and how often do the trucks make rounds?
DUET dual-action mosquito adulticide is sprayed as needed typically from June through August in order to kill the adult population of mosquitoes. Spraying is conducted over a 2-day period toward the end of each week or weekend starting in the evening hours between 10:00 p.m. and 7:00 a.m. when weather conditions permit. Additionally, mosquito briquettes are placed in selected public areas where there is standing water to kill the mosquitoes before they hatch. DUET combines the proven efficacy of sumithrin plus the exceptional knockdown of prallethrin. Together, these two active ingredients cause “benign agitation.” or a unique, non-biting excitation. This offers the potential to draw mosquitoes from a resting state…enabling greater control of the natural population. Duet’s active ingredients break down by sunlight into carbon dioxide and water vapor. Both active ingredients are photolabile and degradation products are not persistent More information about DUET is contained in the Clarke Safety Data Sheet on this product linked below.
My neighbor has just removed all of the trees on his front lawn but has left the stumps. They are unsightly - is there a town ordinance regarding the removal of tree stumps?
No. Any trees that the Town removes from parkways include stump removal. The Town encourages residents that remove trees to remove the stumps and to replace removed trees in a nearby location with a species-appropriate for the limited space available in the parkway and has a 50/50 Residential Tree Replacement Program to assist with the cost of planting new parkway trees. More information on this program is linked below.
Is there a detailed water report available to people who live in Munster?
The Town publishes and mails out to every water customer a very thorough Annual Water Quality Report (aka Consumer Confidence Report) that is also available on the Town Website, and linked below. This report is designed to inform residents about the quality water and services we deliver. Our constant goal is to provide you with a safe and dependable supply of drinking water. In 2019, we distributed 1,227,131,000 gallons of water from our Lake Michigan source water, which is purchased pretreated from Hammond Water Works. Hammond treats Munster water using disinfectant and filtration to remove or reduce harmful contaminants that may come from the source water.
Is the town or homeowner responsible for replacing sidewalks in front of their home? What determines whether or not a sidewalk is to be replaced.
Every homeowner has the option of replacing their own sidewalks should the Town’s timeframe of action not coincide with their own. A new approach to sidewalk replacement was approved April 3, 2017, by the Town Council when Town Engineers SEH, Inc. was commissioned to do a complete Town-wide Sidewalk Inventory and Assessment using an objective, systematic and comprehensive condition assessment approach on all Town sidewalks. This master sidewalk list is now used as the basis for budgeting decisions and prioritizing scarce resources to improve the Town’s sidewalk infrastructure moving forward. Updates to this list and its ratings are ongoing with completed walks removed and other corrections/additions made from field inspections by Public Works crews often requested by Residents to verify hazard ratings that can change due to weather and soil conditions. Field verification discovers and corrects needed changes. Sidewalks with the worst condition ratings will generally be considered as first priority (for either replacement, lifting or grinding) with a special emphasis within School zones and other heavily traveled walkways. All hazards irrespective of condition rating at any selected address placed on the sidewalk replacement list, will be completely fixed. Neighboring sidewalks that immediately flank and prevent correction of the overall hazard of the one being replaced, will also be added to the project. A batch of sidewalks meeting the condition rationale will be grouped together to form one scope of work project, approximating the funds available in the current budget year minus an appropriate contingency for lifting, sprinkler damage, unforeseen collateral damage to the concrete from the demolition process, neighboring problems on flanking walks and for the unanticipated extra squares required to fix all hazards at any given address on the replacement list. As worst condition sidewalks are replaced, they are taken off the list allowing other rated sidewalks further down the list to become selected as the next batch of sidewalks the following year. Any unfinished work is carried over as the first-priority to be added to the next year’s project. Typically, around $100,000 is budgeted annually for sidewalk repairs and replacements done on the worst condition first basis. Occasionally Grant programs or the use of Bond Issues provide funding that helps tackle a larger than typical project area in a forthcoming year. More information on the Town’s Public Sidewalk Replacement Procedures is linked below.
